Government Authority located in New Orleans, Louisiana; USA based organization looking for expert vendor for zero based budgeting consulting services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide zero based budgeting consulting services to the government authority located in New Orleans, LA.
1. Assessment of the current state of the city budget process
- Assess current budget process from all perspectives, including reviewing written materials and gathering information from meetings and conversations with 10-15 senior leaders (including department heads, budget office, and city council)
- Identify the business process workflow the city utilizes to develop the budget
- Recommendations to address key vulnerabilities identified in the budget process
- Assess cost structures by reviewing budget codes and organizational charts
- Identify major cost drivers
- Determine if and how vulnerabilities in the budget process affect City spending
2. Development of customized zero-based budgeting process
- Review provided strategic framework with city leadership.
- Create a project overview document that explains how the ZBB budgeting process is based on
industry best practices including:
- how it aligns city spending to the city’s strategic priorities
- the framework used to select performance measures
- the key information about budget requests to be captured in the process (relation to strategic priorities, data on past performance, evidence base for proposed program, etc.)
- Create an actionable implementation plan for the city to implement that includes:
- Actionable tasks
- Proposed timelines
- Implementation milestones
- Outline a change management plan for the implementation that includes at minimum the
following:
- Internal communication strategy for implementation
- Feedback mechanism for stakeholder input
- Proposed schedule for training city employees
3. Report procedures for on-going monitoring
- Provide recommendations for revising established performance monitoring process that provides actionable insights to efficiently correct performance issues in a timely manner.
- Provide recommendations for establishing and maintaining an expenditure monitoring process to ensure maximum sustainable benefits.
4. Cost savings realization plan
- Provide recommendations for city-wide cost saving measures based on the analysis of major cost drivers.
- Provide recommendations for the process and criteria for determining when a program should be discontinued.
(2) All questions must be submitted no later than February 1, 2019.
(3) A pre-proposal conference will be held on January 29, 2019.
(4) Contract term will be one year.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
