[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide manage, protecting, promoting services to support those living with HIV.
- Outreach Services may be provided through community and public awareness activities (e.g., posters, flyers, billboards, social media, TV or radio announcements) that meet the requirements above and include explicit and clear links to and information about available HRSA RWHAP services.
- Outreach Services: Outreach services are designed to identify PLWH who either do not know their HIV status, or who know their status but are not currently in care.
- Outreach Services must: 1) use data to target populations and places that have a high probability of reaching PLWH who have never been tested and are undiagnosed, b. has been tested, diagnosed as HIV positive, but have not received their test results, or c. have been tested, know their HIV positive status, but are not in medical care; 2) be conducted at times and in places where there is a high probability that PLWH will be identified; and 3) be delivered in coordination with local and state HIV prevention outreach programs to avoid duplication of effort.
- Marketing plan and implementation (including website design and maintenance): Stigma prevents PLWH from seeking care and services. The goal is to reduce stigma by raising meaningful awareness about HIV and inform the community of HIV resources.
- Activities to include promotion of Undetectable = Untransmittable (U=U), HIV care and treatment resources, PrEP/PEP and Centralized Linkage, and development of a website.
- The development and implementation of a targeted marketing campaign should include community members, including PLWH, who will be involved throughout the process to provide ideas, input, and feedback on the content, design, and message.
- Designing materials for different target audiences will be explored. Activities should include creation of a website to communicate messages, share goals/targets, provide updates on progress towards goals/targets via a data dashboard, and share resources and information related to ending the HIV epidemic.
- Coordination with providers to ensure timely linkage to primary care and medications.
- Bundling early intervention services, outpatient/ambulatory medical care, referral for healthcare, and emergency financial assistance.
- Assessing availability of educational and job readiness programs.
- Identifying educational or job readiness training gaps.
- Identifying community partners to coordinate and link resources.
- Developing tools and/or processes to assess client readiness to work.
- Providing trainings/webinars to help support workforce readiness efforts.
(2) A pre-submittal conference will be held on December 7, 2021.
(3) All questions must be submitted no later than December 8, 2021.
