[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide media buying and marketing services focused on student recruitment and brand awareness.
- Media placement including outdoor advertising, digital, TV and social media advertising.
- Marketing strategy including market research.
- Creative concept, design, and production of advertising units, utilizing the vendor’s in-house capabilities, creative and productions services provided by outside vendors, and, as appropriate, the communications and marketing staff.
- Media placement including outdoor advertising, broadcast TV and radio, digital, and social
media advertising.
- Precise tracking and detailed reporting of advertising performance.
- Media-buying expertise, including traditional and digital media.
- A proven track record developing and executing multi-media marketing campaigns with measurable ROI, preferably including experience at the higher education level.
- Ability to determine and clearly explain ROI/KPIs to the communications and marketing team and the executive leadership of city.
• Conduct research to provide an analysis of market utilizing appropriate tools to identify the best advertising avenues.
• Develop a marketing strategy utilizing traditional and non-traditional media.
• Develop a detailed annual media plan that includes timelines, deliverables, projected costs, and a breakdown of what is needed to accomplish each project. The detailed plan must include the net cost of media placement.
• Develop a detailed media buying plan for each individual campaign, including awareness, academic program enrollment, workforce and continuing education, and adult education and training.
• Provide creative materials for advertising campaigns inside the agency or by working collaboratively with outside vendors and the communications and marketing team to produce the creative content needed to implement the media buying plans.
• When outside vendors are utilized for creative materials, the holder of the media buying and marketing services contract will locate the appropriate services, schedule and coordinate all projects including production and delivery, and provide a detailed report to communication and marketing explaining the cost of these services.
• Ensure that the creative content provided to media is formatted properly and delivered on time to meet media distribution schedules.
• Distribute campaign materials, including digital transfer, photocopying, mailing, and shipping services.
• Coordinate traffic with all television or radio stations and assist with broadcast production details including scheduling and logistics.
• Work with communications and marketing to manage the budget.
• Manage all account services including billing and record-keeping.
• Manage all requests from media representatives. Evaluate offers, new media, special packages, etc. and make recommendations.
• Provide access to all ratings and data from media rating and assessment services.
• Provide detailed information regarding media placements to city upon request (within 48 hours of request).
• Provide demographic and market analysis information to city upon request (within 48 hours of request).
• Work with communications and marketing to manage the budget.
• Manage all account services including billing and record-keeping.
• Submit detailed invoices in a timely manner and, when requested, provide documentation to Delgado to verify vendor payments.
• Account for all funds expended on behalf of city, including charges for work performed, cost to purchase any services provided by vendors outside the agency or the college (if any), and the value of services provided at no charge.
• Provide reasonable access to appropriate financial records, which can be audited by the responsible agencies of state government and college.
• Collaborate with communications and marketing regularly to review the status of all activities.
