Government Authority located in New Orleans, Louisiana; USA based organization looking for expert vendor for investment advisory services.

[B] Scope of Service:
Vendor needs to provide investment advisory services shall evaluate agency liquidity requirements and propose a monthly, quarterly and annual cash flow management plan compliant with agency funding needs. The Investment Advisor shall further propose and recommend a work plan leading to the final implementation of a monthly, quarterly and annual investment policy and strategy for the agency that is consistent with all agency liquidity requirements to the government authority located in New Orleans, LA.
• Comply with agency Indenture Requirements, Louisiana State Law and the ordinances and policies of the City of New Orleans, indicate a full written understanding of said laws, ordinances and policies and provide written assurance of portfolio compliance with said laws, ordinances and policies.
• Provide management of the agency investment portfolio by acting solely in an advisory and administrative capacity within the guidelines of the NOAB’s Investment Policy.
• Manage on a daily basis the investments of the NOAB's funds pursuant to the specific liquidity requirements and investment objectives of the portfolio.
• Serve as a general resource to the agency staff for information, advice and training regarding fixed income securities and investments.
• Assist the agency in the formulation and execution of an investment strategy for the investment portfolio consistent with agency liquidity requirements.
• Meet at least quarterly with agency staff to review and confirm any changes in agency cash flow requirements and other requirements.
• Review cash flow projections developed by agency staff to ensure that planned investments are consistent with the NOAB's cash requirements and cash flow projections.
• Make presentation to the NOAB’s Director of Aviation, and staff, as requested, to support recommendations relating to investment strategy.
• Provide monthly, quarterly and annual reports on investments, earnings and the value of the investment portfolio. The monthly, quarterly and annual reports must include a mark to market valuation. All investment reports for the agency entire portfolio shall detail all holdings, composition, sector analysis, return, weighted average maturity and daily transaction activity. The selected advisor must maintain accurate reports of investments indicating the diversity of investments and compliance with applicable investment policies of the City and State of Louisiana Statutes.
• Attend agency Board and Committee meetings and present quarterly performance reports which shall include current information regarding creditworthiness of investments in the portfolio, total return comparisons of the agency portfolio to the established index for the quarter and since inception; and market commentary and future outlook as it pertains to the agency portfolio.
• Provide reports of arbitrage to agency bond counsel and staff as required by agency bond indentures.
• Review and recommend changes to for improvement of NOAB’s investment policies, procedures, strategies, and internal control procedures.
• Assist in developing and implementing investment strategies that will enhance portfolio performance under current and anticipated changes in market conditions within the parameters of established investment policies and cash flow needs.
• Provide daily, timely assessments on demand or as required of the market including market reaction to economic events.
• After a trade is executed, the advisor must confirm to the agency by fax all details of the trade including the dealers contacted and the prices received. An official trade confirmation must be mailed to the agency within three business days of the transaction. The agency is responsible for instructing the Trustee to either accept or deliver securities transacted through the Advisor.
• Obtain a minimum of three offers/bids for each trade and provide monthly reports documenting total trades offered and awarded to each Broker/Dealer.
• Provide detailed monthly reports, in a format acceptable to the NOAB, which include the following information on each security: name of the security, par value, cost value, book value, and market value.
• Assist the agency with maturity securities analysis.
• Provide credit analysis of investment instruments in portfolio.
• Evaluate market risk and develop strategies to retain principal and minimize the impact on the portfolio.
• Establish an appropriate risk and income performance benchmark.
• Ensure portfolio structure matches agency objectives

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
